In 2025, a California appellate court ruled that Riverside County had been charging timeshare owners an unlawful fee for individual property tax assessments — one not based on actual costs and functioning as an unapproved tax. The court set a precedent requiring every California county to justify assessment fees based on real, trackable costs. Owners who elect individual assessment are entitled to more accurate fees going forward — and potentially refunds for prior overcharges. A ruling that reverberates across every California county — protecting every owner who elects individual assessment and strengthening the operating environment for every developer and HOA manager in the state.
